When I cleaned mine out I used a spray can of engine degreaser and a scrub brush.
I have an '83 and the parts list shows a plywood floor in mine too.
Its never been there since I owned the machine and it is not missed.

I have the HF243 22x11x8 Duros and they seem to work fine with my plastic tracks.
Actual diameter is much closer to 21".
My manual said my machine had the option of 21 or 20 inch I believe.
