I would say if you can mount it elsewhere then do so. Saving it from the vibrations of the engine would be beneficial. But, I have had a fairly new solenoid fail. You never can tell.

The inner bearing doesn't need any gaskets, orings or silicone.
Don't put a gasket between the flanges. Instead use a light bead of silicone. But do put a gasket and silicone between the flange and tub.
That's normal. When you tighten the flanges they will secure the bearing. Go to the parts store and get 6 o rings - that will fit the outer circumference of the bearing. It will help prevent water...
