I am taking my 208tt apart and rebuilding most everything.it has an 8hp briggs, with the motor not running i can spin the outside part of the clutch freely, and can easily slide it back and forth on the shaft, does this sound right,or is the clutch getting tired?

No. It's time to rebuild/replace the clutch.
