What kind of motor do you have, and what fuel pump? I doubt that your pump is having issues, or youd be having more trouble than just climbing hills. Are your clutches working?
Needing to apply choke points to a fuel problem. Take the jet(s) out of your carb and clean it, blow some carb cleaner through all the holes in the carb.

Outer race of the bearing should definitely not rotate with the axle. Seal might rotate. Sounds like you're going to be in need of new bearings and flanges though...
Post a picture of it so us max folk can understand the access of the bolt. But, whack it with a hammer, try tightening it up more then backing it off, use penetrating oil, or apply heat. Lot more can...
