Are they difficult to remove. And what about removing pipes from the motor. Is it done with heat or penatraiting fluid. Or for that matter, both?

Simply unbolt the exhaust manifold, you might have to put new exhaust gaskets on, and then just take some pliers and pull the restrictor rings right out. It's simple and very easy. If the rings are pushed a little farther in the port, a flat blade screwdriver will help with the task, but they'll pop right out for you. Throw them right into your scrap pile and yell at them for robbing horsepower and you're done.

Thanks for info. Just opened up new 18 hp Briggs going into MAXII this next week. Think ill toss those little devils.
Glad to help! One more thing you guys might want to consider. Grind the welds down on the inside of the exhaust flanges on your exhaust manifold. It'll help open it up even more. These Briggs engines are very restricted, especially with a stock Briggs muffler. I know this mod is popular on the Honda 4 stroke XR series dirtbikes. They're one lung air cooled engines and when you do all these little things to help de-restrict them, you get some cheap and easy horsepower.

Thanks j.p. I now know what I am doing this weekend!
Does the Briggs 16hp have the restrictors???
Yes
The trouble with retirement is.... I never get a day off !!!!
I have a 14 vanguard and can not get that to pull out with a plyers. Maybe I don't even have that restrictor
I now have bures everywhere from trying to get restrictors out that maybe the previous owner already did...
