Thank you for the input everyone.with the idle a little higher it does not do it as bad.
No black smoke or back fire.
I stared at the carb for a long time trying to figure how it flows, there are so many little passages, so when I get my aircompressor going I'll take it apart one last time.
OK on the carb there looks like 3 spring screws.
One the adjust the throttle plate, there is one that goes in to the main fuel pickup, this one seems the least responsive ,and one after the throttle shudder before going into the block.
Do not think it is the carb gasket, if I throttle up slower instead of mashing the throttle it up revs fine.
Will update when I get to spend more time with it.

on a totally different side of things, is your engine running points or electronic ignition? the condition you describe could also be spark/ timing related. clean and adjust or replace points, check timing... if it is electronic ignition, check to see that you don't have a sheared flywheel key and the flywheel is shifted slightly on the crank. sometimes spark and fuel issues can be hard to tell apart.

RacerOne3 thank you for the reply as I feel pretty confident about the carb at this point so this gives me my next dirrection. Also it's not charging the battery so maybe it's related.
Thanks for all the help everyone.....
