vanguard throttle set up

i have a max II with a briggs 18hp vanguard is their any tricks for setting up the throttle i put a new throttle cable on it and i cant get full throttle. I have tried about 7 different throttle levers and i cant get enough pull on the throttle cable i can only get about half throttle with the lever and its already hitting the stick then i have to pull the cable with my fingers to get full throttle what the heck am i doing wrong

Have you adjusted the travel at the carb? With the cable attached to the throttle lever and the carb linkage, start the engine. Then adjust the nuts on the threaded end of the cable at the attachment/anchor point until you first hear a change in the engine, lock it down and that should do it.
