Ive made a lot of dual wheel adapters for back in the three wheeler days. Used 2.5 inch pipe and 3/16 plate with bolt holes drilled to match. found that smaller tires on the outside with a gap between helped. The ones we made that had the tires real close pushed a lot of water and required more power to drive. Ive been amphibious for about 20 years but the 5 wheel honda big reds were a going machine in there time. good luck with the duals.
