Pretty sure i've read on here before that the only difference between the 16 & the 18 is the carb. Also heard alot about an advanced keyway for the flywheel. Hopefully others will chime in.
It seems like most of the performance parts are for the 18HP and higher engines, although there might be some stuff out there for you. This would be the place to look.
Performance V-Twins
The difference between the 14Hp and 16HP is the carburetor (both 480cc). The 18HP is different since it's a 570cc displacement.
"Looks like you have a problem with your 4 wheeler........you're missin' two wheels there"
There are tons of parts available over at E.C. Carburetors. The folks over on the HeyMow.com message board do a lot of business with them. Everything from flywheels, cams, rods, heavy duty valve springs, etc. are offered.
There are a couple folks here on the board running engines in the 6000rpm, 35-40hp range based on the 16hp Vanny, and on a budget. They're evil little engines.
Stiffer valve springs and stronger retainers, along with more rigid push rods are the first step to get higher, safer rpm out of your engine. If you peruse HeyMow, there are hundreds of threads to help make the most power with the least money.
