With the battery charged and the engine at about 2500 rpm voltage should be steady 13.8 to 14.2 volts. I have found poor ground connections can cause very high spikes in voltage. Sometime it will even take out headlights. Check the ground strap from the frame to the engine mount. Good luck

Ok, wait a sec. Where is the meter connected, direct to the bat or to the charge leads? If its a volt meter your installing on it, then it should be connected to switched power direct from Bat. If your using a volt meter tool then measure direct to Bat posts. With engine off, Bat voltage should be around 12.5 +- .3, with engine running then it should be like msafi65 said and be about 13.2 just off idle to 13.8-14.2 at 2500rpm. As for the fluctuating, if its steady rapid pulses then there could be an issue with the rectifier.
Road? What road? I blaze my own trail!!!
