Frame is in good condition, just the motor mounts are bad. What would be down side other than vibration to solid mounting the engine? That should fix my belt issue.

I'm also thinking about swapping in a Honda 9hp 4 stroke. New 40 series clutch on engine too. Would than be enough to putt around?

to putt around it would be fine. Attex 208TT was basically the same machine as yours with an 8hp briggs flathead. some Scramblers of the era also used the 8hp briggs
