    Blipping the throttle

23hp Vanguard. Sometimes my idle is 1100rpm, sometimes 900rpm, sometimes 1200rpm. Whatever it drops to it’s a smooth consistent idle until I blip the throttle. All throttle linkages/springs are returning fully each time I release throttle. If I give the throttle a blip the idle drops.
What is happening to lower the idle if it is not the linkages?
    Thanks.

Possibly loose throttle butterfly hanging up in bore. Try just wiggling the throttle shaft and see if stop screw is in contact with stop arm. Good luck

Stop screw backed to point where throttle shaft doesn’t touch. I wondered if governor weights are not fully returning? Thanks for reply.

Idle should stop on screw for idle. Governor should be holding on the stop screw. Governor or springs are adjustable. Go by the manual setting governor shaft.

Thanks, apart from the screw all other has been adjusted by manual direction. I’ll move screw forward to touch.
