What is the max picture storage allowed? Moderator help.

For some reason I am no longer able to post pictures.
in my settings under attachments I see this,
    Attachment Statistics
You are currently using 10.54 MB to store 234 uploaded attachments.
    Attachments Posted by mfenmor

Is this why I can no longer post attachments/pictures?
Do I have to delete some?
    Thanks.

    Bob,
I still can not load a pic.
the test pic you uploaded looks blank to me.
When I select a pic from my PC using the manage attachments tab, I can choose, then upload, but looks blank in the attachments window at the bottom, only the file name shows and the size always says 157 bytes.
I am using Chrome. not IE or Edge.
    Mike.
