secondary pulley with belt

Description: Does this belt look too small and should it set so far down in the pulley? I can touch both ends of the belt together in between the two pulleys.The belt size is 5L 142 (5/8 wide 42 inches long)

Description: Closer shot of torque converter with bolts removed, see the tack weld ...the dome is coming up against that.

Description: this photo is after i removed the retaining washer with 3 bolts . Is the end of the domed cover supposed to come out that far on the shaft?
