I had a Rupp mini bike when I was younger and the clutch was worn like that. It was actually cool though, because it would wind out and stay there in the lower range. When I let up on the throttle and hit it again it would then go up on the bigger part of the clutch. Working like a second gear. It was kind of like a 2 speed semi automatic clutch.
