I'd guess the missing is just a clogged air cleaner...probably have to buy a new one, but you could try a quick rinse in gasoline.
The oil in the air cleaner issue seems to be common on the briggs. There have been several threads on it in the past, and I can't remember if it is a PCV valve, or air leak into the crank case. If you can't find the old threads, try posting a new one.
