can you run with out the guard broke mine off fixing the starter and can you run with out the tin on the motor or is it needed for coolling

Running without the clutch / belt guard in place isn't a good idea even with the lower RPM "stock" engines. With higher RPM four-strokes or any two-stroke, it's a very, very bad idea. The sheet metal on the engine directs the cooling air and without it you can overheat really easily.
