Wanting to stall

I've got a manual and all the springs that it shows are there. I think a spring on the throttle would be the easiest fix, but its not designed that way. There isn't even a hole to hook one up! Hopefully I've just knocked the gov. out of whack.

With a minor adjustment on the govenor, shes running better then ever! Thanks ever so much for all your comments and help!!!
