how to tight the back/front axle bearings?

Hello!
A (maybe) stupid question-
How do I tight the outer bearings on the front and rear axle?
I looked at RD:s video but in that he didn't lock the setscrews (I saw in another post later that he forgot that).

should I put the bearings and axle in the correct position,mark the bearing on the axle and pill the axle out again to be able to tighten the set screws?

I also had to add that I have switched the front/rear axels with the middle ones so I got better surface for the sealings and bearings. So I don't have the "hole" in the axle for the setscrews.

I found the service manuals for the Argo but it only explains if you use the correct axle on the correct place..
