    ok.. my throttle do not spring back at all. i can mover it back and forth so it moves the tgrottle flap inside the carb back and forth but the spring does nothing. there is only one spring on there i can haul it back to the right (when sitting in the argo say) but thats it. the cable has lots of grease and its a new cable. i dont understand how the spring and the throttle arms work. someone help please

    Depending on your motor, it is likely attached to the governer. The way they work is you have your throttle plate run to your governor, which is attached to your throttle cable via a spring and linkage. Under light conditions, the cable pulls the spring, which pulls on the governor linkage which actuates the throttle plate and allows 3600 RPM under full throttle. If you lose load, and the motor tries to rev up above 3600 rpm, the governer linkage pulls the throttle plate linkage back to limit RPMs. When load is introduced, and RPMs slow, the governer moves from a position of limiting rpm to actually giving more throttle and allowing the motor to spin back up to 3600 rpm.

      Engine has to be running for the governor to work as it is flyweight operated, with engine off the weights are static.

        oh i see. so with engine off it can be controlled either way and not spring back?

          mine was doing the same thing, I had to loosen the two screws and slide the twist throttle out a little then tighten the screws back up, then the hand throttle would return on it's own. Don't know if this is your problem, but it worked for me. It was too close to the curve on the handle bar.
