brake question

Hi all, i'mnew here and just picked up a 70's 8x8 argo that had several minor issues.i have fixed mostand have a question on the brakes. is the rotor supposed to be lined up with the caliper mount?
the rotor seems to flex when I apply the brake. any ideas?

Post a couple pictures as it is hard to imagine exactly what you are posting, there are pins, balls, bolts and washers in the system that need to be in place and adjusted properly.
