what do you people think of the plastic tracks for a 1990 vandgaurd for 800 bucks are they good tracks is the price to much

They’re good for general purpose use but they don’t perform well on ice or hardpack crust.
Price depends on the condition of the hardware (lots of metal pins to keep the segments together)
Also look for UV damage like cracking/splitting of the plastic. If they were stored outdoors they may be damaged by UV.

It's a good price if they are in usable shape, they go for double that price here in Alberta. I used them on my 8x8 conquest a couple of winters. Work fine for ice fishing and stuff, not very good for climbing hills once the snow gets crusty and icy. Not usable in summer because my machine couldn't turn with them, too much traction. Medium speed transmission didn't help, it would have been usable with the low speed transmission. If I trailered the machine straight to the end of a muskeg cut line and started from there it'd be fine in that stuff just not on solid ground. Do not float in water with them, you will not be able to get anywhere.
