      I do not have a camera to do it right now but the unit is mounted on the back wall just under the hood and the vacuum line has about 2 inch grade from the carb.

        Do a online check to see how to do a leak down it will take a special tool harbor freight sells it I think 39.00, do not block vent line you will blow gaskets out of case or seals on shaft. The problem with some 12 volts pump is that they will overcome the needle and seat thus it will keep pumping gas into carb when it should stop you can add a regulator to line to prevent this.

          I have a 1.25 psi to 2.5 psi pump which should be fine , so what should I do with vacuum line ? Should I just hang the vacuum line up high to keep it from blowing oil out of the base.

            typical they are routed to the inside of the air cleaner to recycle the pressure back into the motor.

              So you are saying connect it in some way to the breather cover it can be taken back in through the carb. But would it be a lot easier to block it off all together since the engine is already venting through the valve cover.

                Got the electric fuel pump on it is a 1.5 to 2.5 psi and it is running but on times when you give her full throttle it loses the gas and the engine slows down and if you let off on the throttle it picks up the gas again and goes on.

                  If the carb does not have an adjustable needle at the bottom of the bowl, I'd suggest cleaning the carb and perhaps adjusting the float. Be sure the gas cap is venting. Unless of course the governor is only letting it rev to that limit ( I'm not sure what I'm reading).

                    so you are saying it has two vents I did miss that .Yes than if it does have two you can block off one but yes if you look at modern motors it is vented to the inside of the air filter not outside of filter it will oil clog. As for the fuel modern gas will ruin rubber lines you may have a slight blockage inside the small rubber when you open up the float if you see any black stuff you will need to replace line. If it good before this pump was put on I do not think a float laver would be the cause but if you do set the float go by spec for motor If it is too high it will make a very rich mix. there may be a jet issue ie blocked. the best way if you can is to ultra sound clean carb it will get to passages you cant with air or carb cleaner.

                      I got the carb adjusted so it seems fair but it still looses power going up hill and I noticed the little box that is about 2 inches wide and 4 inches long and 1/2 inch flat that is bolted on to the motor s jumping fire , so would that cause some of my problems. Also how would one adjust the governor or can it be taken off?

                        Why don't you post a picture of your engine and the piece in question along with the trans ratio, it is not uncommon for any of these machines to loose power climbing.

                          I do not have a camera right now but on a hill about 30 percent grade should it slow down to almost a walking speed? The part that is jumping fire has something to do with the timing, when the magneto spins this little box pick it up.
