ok in the parts break down the gov plate number 16a will be used to adjust gov speed there are a several hole to move the spring to for different settings. But this plate was made so the motor could not be damaged so if you are trying to get more out of it you will be limited by design .Different spring tension can gain but tread lighty you can blow a motor pretty easy. good luck. If it was me I would set to factory spec and leave it

on the governor there is a plate with small holes that are drilled in there are or should be springs that connect to those hole . when you move the spring to a different hole you get a different setting. You can not with out a large degree of change anything inside the motor it self. this will be the only place to make a change.

I thought you could also adjust the governor by loosening up a screw in the arm and the piece with the spring in it pivots. I thought you opened to full throttle and set this piece counter clock wise towards the governor.

Post a picture of your engine, some simply have a stop for both high and low and others require the arm adjustment. Do you know what you are turning now, unloaded in neutral?

at this point you are not using a tack do not know what you are turning screw wise the info you give for your motor shows a plate gov . I think you are in way over your head . stop take some pics do a goggle search. But I think it is best to stop you can blow a motor or do very serious damage. I looked back is this the same motor that had problems before and you were going to get a blow by gauge. for?

sorry I missed you wanting help I had offered up to you said you were waiting on it. I must have missed your asking next time just pm me through here. Ok so have you got any pics yet. Like I said the only adjustment that you really should be doing is that plate by the numbers you give. if you do not have a good tach gauge you will need one. They have a top number that is recommended and you really can not just wing it. What will happen in an over speed in side is every thing that is designed to run has spec for rotation beyond they self destruct. So get us some picture of what you are turning and also if the gov plate is missing and lets start there ok. I do not check this everyday so be patient.
