primary clutch

before putting my kohler magnum back into the old IC i notice that where the belt rides there a plastic ring around the shaft and can slide from side to side on the clutch. i feel it should not be there and is came loose or something? dont have any pics sorry.its just a plastic shim around the shaft where the belt rides on the primary

My IC has that too. Pretty sure it's to help keep the belt from grabbing the primary at idle
