I'd bet that they put tape over the vents as a way to keep debris out of the engine compartment. It's better to use some sort of screening to do this, than to use tape.
Below, is a picture of how I covered the vent holes.
Basically, I went out and bought some outdoor metal screening, and some #6 x 3/8 Stainless Steel sheet metal screws. Measured where I wanted to cover, and cut it a bit larger than the measurements taken. Then I folded the screen under, on each side by 1/2" to strengthen it. Then I painted it Flat Black with High Heat capable Enamel paint and screwed it on after drilling pilot holes. I no longer get debris inside my motor compartment, Thankfully!!!
Twas always a major PITA to clean out, especially around the chains. I also did it because I didn't want a fire to break out with debris landing on the Exhaust Heat Shield. Why ODG thought it'd be a good idea to leave that open, is beyond me, but it's really easy to fix.
I plan on doing the same thing to the Hood's vent holes as well, but that project is a bit further down the road for me right now. I have too many other mods to get finished up first on.
As far as your exhaust goes, it sounds like there is something loose in there, like maybe the spark arrestor broke, or something.
Anywho, hope this info helps a bit.
Keep on Ridin!!!

I really don't know. You may want to keep this post up for an answer on that. I just posted what I did on the vent issue.
Does your unit have a spark arrestor? It sounds like something is broken, but I don't know what. I just know, it shouldn't have something rolling around in it sounding like a can.
