I must say that I have never bothered with Torque specs when running steel rims....... Aluminium rims yes, but not steel
Torque specs are not for the rims, but for what the rims are attached to. Always, and I mean always, follow torque specs when attaching the wheels to any vehicle. Also, do not forget to use the star pattern when you tighten the lug nuts. This is especially important for vehicles with disc brakes, you do not want to warp the discs.
