You should be able to steer on any surface but cement will be more difficult. You need to make sure you are moving forward before you begin to steer. It's much harder to steer from a dead start.

I bought a set of brake materials from richards relics. It was only like 27 or 17 dollars. I didnt like the way the pad holes would only take an 1/8 inch rivent, so i went to 3/16.
steps to adjust your breaks.
Buy a 1/2 inch gear wrench... it is worth its weight in gold.
losen the nut that clamps the rod that come right at you. losen the nut on the adjuster. tighten the nut on the breaks themselves so you have .20 thousands on one side. adjust your break levers to where you like them. Visualy inspect that everything is tight.
I had to replace every nylock nut in there, their all an odd ball fine threadThat seems to keep the breaks from backing off now.
