arcing by the parking

I noticed wjile I was winching out a buddy that each time I steer a little I get an arc under the hood. A little investigating showed two little lightening bolts all the time over those little tabs on a magnum that are a parking brake where they touch the frame. Thoughts?

Is your engine grounded to the frame?
Where is the winch ground wire connected.
Any wires pinched by the parking brake?
