McMaster Carr ( on the web) sells chrome-moly 1" steel rod to use as axles. Much more durable than cold-rolled steel. You can buy it in 6ft lengths.
Use your sprocket tubes or wheel flange tubes as a drilling template to get the holes straight through. I clamp the tube in the drill press vice so that the drill bit goes straight through it and then insert the axle into the tube and drill it. Buy 6 foot and make your axles 18", that way you can build 4 at one time. If you are not using the original balloon tires, you will not have any problems with the tire 1/2" closer to the tub.

One more thing about the holes, do not just drill them to 3/8. You should drill them smaller and then ream them to the diameter of the bolts shoulder. A 3/8 drill bit will allow too much slop. Search this site for "body bound bolt" for a discussion Whipper started on drilling the right size holes.
