Registration as a Boat in Penn

Boat registration for an AATV was listed as optional for water use in the state of PA. Due to it being optional, the state discontinued issuing boat registration years ago. If you read the boaters handbook it gives restrictions on amphibious vehicle operations and states the lack of boating registration for the state. My understanding is that if you register as an atv (class II due to width), you are legally allowed to swim it in the waterways that are not listed as restrictions in the boaters guide. Law enforcement officials are morons and cannot read the law on their own and some don't even know what amphibious means in this state, so be sure to keep the boaters handbook with the pages referring to amphibious vehicles marked and highlighted as you are sure to be challenged by the law on PA waters. I called fish and game once and read them the handbook and all the lady would tell me is "Those things aren't allowed on our land!" She was too stupid to know there is a difference between land and water and I think she actually thought she owned or had some control over the land beyond what was given to her as a secretary.l like to buy stuff and no I don't do payments!

I found the info on the agent handbook guide on page 6 sec J from the PFBC website: Amphibious All Terrain Vehicles (ATVs) –ATV owners may voluntarily register their vehicles with the PFBC but there is no legal requirement to register with the PFBC. By law, The Department of Conservation and Natural Resources (DCNR) is the only agency required to register ATVs. If a customer should request a registration of an ATV, please refer them to DCNR. so i guess once i get the class 2 reg and insurance i should be able to go duck hunting with it.
