  • watercraft registration in Illinois FYI

Hey all, if anyone in Illinois is looking to get an "IL" number on their machines, I just did and it was suprisingly easy. Took a little bit of negotiating with the Dept of Natural Resources in Springfield, but got it done....heres how it was explained to me.

I wanted to register my Max, anyway possible, just something where the serial number would come back to me if either I was stopped on a trail, or if it was stolen. State of Illinois requires all ATVs to have a title...UNLESS it is a watercraft deemed "exempt" from having to have a title. I dont honestly know if mine was exempt or not, or how it was determined, but in any case, no title was required. Secretary of States office, told me since I bought mine out of state, and needed a new title for it, I would be required to have an insurance bond to prove value of vehicle. after the bond, and all of Illinois's fees, i was looking at the $300 mark....NO THANKS! So I called DNR to have it registered as a water craft. Heres how it went

After talking to Melissa and Sharon at the DNR office in Springfield, and explaining what I had--First I had to call previous state to see if there was an original title for it...there was not. I also had to have them run the number on my machine to make sure it wasnt stolen....nope. So after some talking they told me I would have to call my local State Police head quarters and request a water craft inspection. An officer would come out and inspect, fill out a form, and give me paper work to mail in. Set the appointment for the next day. That night I went to Gander Mountain and bought all of the requirements the DNR says a boat has to have to operate on Illinois Water ways (life jacket, fire extinguisher, whistle or sounding device, and I think a rope) I took it all back after the inspection cause im broke right now. But to clear up any thoughts about whether it is required to have an IL number, heres how it was explained by this particular officer. According to him, he says an amphibious water craft is NOT required to have an IL number or boat registration, AS LONG as the tires are the source of propulsion. IF you want to mount a trolling motor or out board, then yes you have to have an IL number. now he did say since these are few and far between in this area, it is soully up to the inspecting officer as to what he wants to do. So anyway back to the inspection.....he checked all of the stuff I was required to have (what I bought from Gander), had me start it, and then said It needs to have a "hull identification number". since it did not come from the factory with one, the state DNR will issue me one that I will have to affix to the right rear of the atv. They will also issue me a registration sticker along with an IL number that I need to put on the "bow" of the "vessel" lol final cost $22 which will make me legal for 3 years, then I have to renew. Only draw back is, whenever I am on a PUBLIC water way, I am required to have all required equipment I...i'll go buy it again when I have more money. So anyone kickin around the idea, Its easy and cheap to do.

Now I do not have a bow and stern light, he said how it sits now, I am allowed to be out from dusk to dawn, but if I put on the lights, or just buy the cheap boat flashlights with some duct tape, I can be out all hours of the night. I asked if I had any restrictions, and he said, just as long as you have a life jacket for all on board. He said I am allowed on any part of the Illinois River, but said if he sees me out and about in the channel, he may pull up and see how its goin, then call me an Idiot hahaha he says " I wouldnt recommend being in the channel with this thing"

Thanks for the detailed write up. Your experience seems similar to boat registration here in MO. We have the same law that says a vessel propelled solely by paddles does not have to be registered. The one thing that might give you trouble with a Max/Argo in public water is the one fact you mentioned, you might be checked out by water patrol that has no knowledge of amphibious vehicle laws. It might be a good idea to carry that information with you, right there with your life jacket.
Everybody dies, but not everybody lives.

Mike at Argo Direct in New Baden registers all new machines with IDNR.Fills all the paperwork out when you buy it.He says it is easier to do it right out of the box.Mine is registered ,but I havent put the #,s on,but could if I intended on using it in water alot. Eddie

Oh okay good to know, its probably alot easier like you said to register right out of the box like that so the IDNR knows whats goin on. With me it was a little tough cause the DNR in springfield didnt exactly know what I was talking about. The officer was familiar with it though. Yea the officer told me to keep the information with me on the "boat" so if I am stopped I can show that everything is legit. Im just going to fabricate some sort of rack on the rear, so I can just strap everything down....i'll probably always wear my life jacket....lol incase a wave does me in hahaha. I am thinking about looking around on here and figuring out how to put an outboard motor on it for added power. I have been seeing small 5 HP motors on craigslist going for reasonable price

Been there, done that. I was not told anything about the tires only propulsion exemption, but if you are goin on any river you need at least a 70lb thrust trolling motor or better( ie. 3-10 HP outboard) the current will carry you away without them. With my 50lb and old runamuks going at the same time I get 3 mph in STILL water. A current and a good wind will send you screamin for JESUS if you don't have the right gear. Where in Illinois are you? I am near the Fox in Sugar Grove.

hey cool to know another illinois rider! I am in Peoria Heights....pretty much the same as Peoria, just with small town politics. Looks like your about 3 hours away from where I am. Good to know with the power requirements. I have been looking at gettin an outboard, I wouldnt dare try to get in the channel with the rawhides I have...im not havin much luck in the water with them. Im hoping to get that issue resolved. We have a thing here in Peoria called the "White Trash Bash" which is anyone and everyone with a boat gathers at party cove right next to paradice river casino. We have all been laughing at the thought of me taking the max to it. Most all of my friends have 40 plus foot cabin cruisers with the smallest boat of the bunch being a 27ft 502 baja. Im goin to try my hardest to get the max there, I think it would make a hilarious picture to be tied up in the middle of these cabin cruisers haha! Just goin to make sure to periodically check for water leaking in and hit the bilge pump switch

Hello, Illionios here also, but just west of chicago. I had just emailed the dnr about what i would need to get it registered and they said i would need a title through the secretary of states office first then apply for water craft registration. I guess i will have to call them and see what i " really " have to do. I have an older attex and would like to make sure it floats first before applying and paying for everything and find out it doesnt go so well. Looks like someone put an bombodier- rotax engine in this thing. Do you know of a place I can take it that has like a boat launch ramp that i can go down and back up easily just incase this thing doesn't like water?

              Thanks,
              Chuck

Whatever you do, dont try calling the DMV and applying for a ATV title. These are very classy people that work there, and I think the only thing they know to say when the VIN comes up with nothing is "ITS STOLEN!" haha! What I ended up doing was just calling your local State Police Headquarters, and asking them to have a DNR officer come out and inspect it for water craft registration. Thats what I did, I got a title in the mail, registration numbers, and a 3 year registration sticker. The officer will come out, and do a thorough inspection. Heres what he will be checking for: Life Jacket (I only had one and it was fine) Rope, Covers over the battery terminals (just the rubber things to prevent shorting), Whistle or some sort of audible device, and fire extinguisher. I think it is required that you have a spark arrester (aka muffler), and that the gas tank is so far away from the engine, which in your case, if your gas tank is in the front stock location, you'll be fine. They will also issue you a "Hull Identification Number" which they will say you need to engrave or pop rivet tag on right rear of the atv. This all cost I THINK $22. May have went up, but the officer I dealt with was super cool about it, and explained everything. When he leaves he will take a carbon copy of the report, and hand you the other, which you will then need to mail along with your check to the secretary of state office within 15 days.

This is great information. My farther in law has a argo and I have a hustler that we plan on taking to the green river and Mississippi backwaters and wants to make sure its legal.
