    31 mph makes me think the engine is not struggling under load, it actually makes me think your original cable slipped when you pulled the lever, but I am no expert.
    l like to buy stuff and no I don't do payments!

      Oops, missed that post but still it all leads to the engine struggling under load, at half throttle on stands it would all work, put it on the ground and what is going to happen at half throttle?

        I ordered a new throttle setup and governor spring from ri. Jay said he wasn't sure if the governor spring would be different than the one I have, but he told me to bend the tab so I get 4000 Rpm at full throttle. The engine is brand new so I don't think there is anything wrong with it, but anything is possible. Does anyone know where I can get a tachometer? Thanks for the help everyone, David.

          i bought a Sirometer(RPM meter) at a small engine repair shop made by TechcumsehPower part #670156. it cost me $28.50.

            I want to thank everyone again for the info. I changed the governor spring and put a new throttle setup. The machine is now scary fast.
