Max ii help please

Hi Guys
I have been working on my Max II today, trying to adjust the foot brake/parking brake, but cant seem to get the adjuster to move! its the thread in middle of the cable with the lock nut, its been soaking in WD40 and still no joy, I have two and both the same, this is the adjuster for the brakes I take it?
Any help would be great,

Nay just be rusted up . Try alittle heat from a propain tourch but not to much !

Thanks for reply, one came free and one snapped on the threaded bar, now to find a new one.
