Choke cable not enough throw

The choke cable for my Briggs 16 horse Vanguard which I purchased from Max6X6 does not have enough throw to fully open or fully close my choke. Is it acceptable to cut the cable sheath to gain some additional movement from inner cable?

That's perfectly fine to do, cut it at the engine side.
