Do most mid 90 models come with an hour meter? I have found a96 model that a guy wants to sell for $2000, but he says it is a little hard to shift gears and has no hour meter--it is a 12 hp

The hour meter has always been an option. The 12 hp II probably dosent have the spline solid axles. What is the serial #. If you call RI with the serial # they can tell you when it was built and what axles it left the factory with.
