another amphicat question

Ive looked everywhere for info on this setup and cant find anything. one of the steering clutches isnt working and im wondering how to fix it. the sticks push on a bent washer which rides on another bent washer which looks like it engages the drive. could this be as simple as changing the position of one of the washers so it engages earlier?
