    I have an 18hp briggs that when I first turn the throttle it acts like it is going to die then runs fine. It does this everytime without fail. I noticed the fuel filter was also only partially filled which made me think that it was fuel starvation/clogged filter so I removed it. It still lags at intial throttle twist and after a few minutes of idling it quits. could this be a fuel pump issue or carb issue?

    Clean the carburetor out. It's pretty easy to do on a Vanguard, check for any cracks in the fuel lines......I'd replace all the lines to be safe, and if it's none of those issues, it'll probably need the fuel pump replaced (which is inexpensive). Try running it with the choke on and see how it acts.

      Mine also does this and will backfire a small amount after shutting off the motor. I had the carb cleaned, new plugs,air/fuel filter. I noticed while running the fuel pump has a small pin hole on top where fuel kind of seeps out, is that normal?

        As far as the backfire at shutdown it's probably the exhaust manifold gaskets, they can also cause an occasional back fire when decelerating down hill.

          Try letting it idle for a minute before you shut off the ignition so the exhaust can cool down.
          Look at the spark plugs to see if its running hot (or lean).
          White deposits on the plugs is not good. They should be greyish/tan

            backfire, adjust the mixture. mine did the same and it stop once mixture set correctly.
