I'm running a 14 hp Vanguard and when it's at full throttle the engine surges. I've tried to adjust the governor by loosening the nut and changing to position of the governor arm in relation to the shaft and then tightening the nut but when I adjust it even a little, the engine races out of control even without the throttle being opened up. I'm not looking to set it up to rev super high. I just don't want the surging at full throttle. Also, what RPM should these engines be set at for this application?

You need to pull the top off the carb and clean it out. Sounds like you have something plugged in the carb.
If you loosened the governor bolt that attaches it to the shaft, you need to set up the whole governor according to the manual. I don't have the manual here at work to give you any more info.
The surging is the engine slowing down because its running out of fuel and the governor trying to get the engine speed back up.
I'm % 90 sure you have dirt in the carb.
