I found with my new 23 hp engine that it doesn't start right away. It takes alot to get it started but once started during the day it starts mostly the rest of the day real easy. After speaking with a mechanic he had me pull the gas line off of the engine and turn it over. NO gas coming out within the first 30 seconds. He said that I should put in a electric fuel pump. Does anybody else out there run an electric fuel pump on their engine?

With a fuel tank located above the motor the fuel will gravity feed to the motor mounted pump. If your fuel tank is below the motor, or specifically the fuel pump, the mechanical pump doesn't suck so well. MaxIV's with the motor mounted up high fall into this category.....as do Argo's with the tank under the driver seat.
An electric pump mounted low will help. The reason for the hard starts is the fuel in the carb float bowl tends to evaporate from residual engine heat...and time. Using your choke even in the warm weather should help it start better.

With the choke on full it doesn't like to start. I have to hold full throttle and let it turn over until it starts (without choke). It then starts and runs great. If I install a Electric Fuel Pump won't there need to be a regulator installed also. I don't want to much pressure going to the carb. With an electric fuel pump I'm guessing I only need 2.5 to 3# pressure at the carb?"I'm NOT stuck, I'm just temporarily stopped"

No black smoke, but that makes sense. This is a brand new engine so it seems odd that the float would be stuck. I wonder if I could just tap on the carb to see if that might loosen it. But, after it starts and gets warm it runs like a top. Starts immediately when you go to start it after its been started and run for a minute or so. Hmmm?"I'm NOT stuck, I'm just temporarily stopped"

Squeeze bulb didn't work. Any mechanic out there have any ideas? I can start it right up when it's warm no problem, without choke of course. But leave it set for a half hour or so it won't start unless you hold the throttle wide open, turn it over for about 7 seconds or so and it starts right up. Why does it start when it's warm with no problem, but when it sits idle for half an hour or so, do you have to open the throttle wide open? I installed a new inline fuel filter, it's glass and I can see it's filled with gas. Don't quite get it. Of course there are alot of things I don't understand like...black holes and how a dragonfly can fly upside down but,
