7hp briggs questions

I cant seem to get a clear pic of how governor is set someone had this apart and messed it all up is a 170402-0215-01 for scrambler

Not sure if this will help you or not but it gives you an idea of what govenor parts should be there or are missing.

thanx I got the motor manual im just not sure how the governor is set and if the butterfly was put in right,prob scrap it and get a 13hp
