if you put the brushes in the wrong order it won't work. 2 should be for power, and 2 for ground. they need to be power- ground- power- ground... if that doesn't get it going, you need to take it to a starter and alternator shop and let a pro look at it. something disrupting the magnetic field... one of the magnets came loose and moved inside the case so that the 2 magnets are touching together.... a break in one of the wires making up the comutator windings.... lots of things could cause your issue

Curtis you have to be more descriptive, and please answer the question. Are you dealing with the solenoid? OR...are you wiring the starter directly to the battery. If you're wiring directly to the battery its going to turn without the key - that's the wrong way to wire it. Surely you're wiring at the solenoid, right?
