HL Tillotson carburetor not pumping fuel?

Hi, just put new gaskets in this carburetor. Its on a JLO 252 in a Terra-Tiger. I've poured gas in the line and it will run by that. stuck the line in a can below the carb and it won't pull gas up. Do I possibly have gaskets in wrong? Thanks, Wes.
