Kohler Command Pro governor

I have a 27hp Kohler command pro in the Max lV, the engine would max out @3900-4000k rpm. Now, after making springs and removing the engine for other things, it tops out @3400. Any help or suggestions would be great.

Is the throttle cable adjusted so that its opening the butterfly completely?
