Hi Blake,
Don't trash the carburetor. They're hard to find and if you can't use it, you might get a few bucks for it and help someone else at the same time.
I have the Kohler 440 and a Walbro carb in my 77 Argo. Mine was a WDA-36 and it had damage inside I couldn't repair. I searched for a replacement and ended up buying an old WD-33 and a WD-6 for ten bucks each (they were in bad shape). I rebuilt the 33 with parts from the other two and have a decent running motor now.
Do you have instructions for identifying which needles adjust idle, etc? If not, there are links to .pdf files you can use, or I can scan a page from my Kohler manual.
Here is a link that might help. Walbro Carb Tune up!

Hey, Blake;
The problem with the carb may be as simple as a little dirt in the needle/seat. I'm not that familiar with Walbro but I think they use the same basic design as the old Tillitson, and they'll flood every time with a little dirt holding the needle up. If you do replace the carburetor, Mikuni VM is a very good choice, and lower maintenance.
The shifter could be a number of things, but the first thing you should check is the linkage to make sure it's not binding up and preventing the transmission from shifting properly. If that looks good, pull the shift barrel out and see if you can shift the spool by hand.
Good luck.Stuck in the seventies- not in the swamp.

I can't fully appreciate EC Distributing since I don't use tillotson, walbro, etc, but I bet some of you guys will love this company. Actually I think my weedeater has a walbro, after seeing the pics. Poke round the site.. lots of info.To Invent, you need a good imagination and a pile of junk. (Thomas Edison)
