jlo carb loading up

Hi I finally got spark to the engine and ran it with a jug of gas since teh gas tank is out of the max. when I shut it off I left the fuel lines in the jug and when I went back to try to start it again . it was flooded . is this normal since I didn't have the fuel shut off to the engine. or do I have a carb issue.
the engine is a 340-t. thanks Jeff

sounds like the fuel tank was too high up, and the needle valve stuck open. a little.....
