Getting more RPM.

Can someone help figure out how to gain some RPM from my 18hp B/S Vangaurd in my Max II. Im currently only getting about 3100 and lacking some grunt. I've tried the standard filters carb cleaning ect.
Any ideas?

Your trottle cable might have slack in it.
