Probably dirty carb, but what turvuren said is a sure way to see if carb is working.I once took my lawnmower gas tank and strapped it to the back of my seat and drove around while waiting for a fuel pump to arrive.Also adjusted a newly rebuilt carb.
I've never had to take the carb off the manifold to get it clean. Just the top, and the idle mixture screw out of the side. Maybe the jets. Carb spray cleaner and compressed air. Worth a try.
