not charging

Hi
Looking for info on a 2004 Conquest regarding the charging system. The Argo has an alternator and the drive belt is on it and in place and not loose. When reved up to move the vehicle the needle does move up the gage just to the beginning of the numbers but it is not charging the battery ? Could the alternator be the problem or is there something else we can check ? This is an emergency response vehicle so any help would be greatly appreciated. Looking for an alternate route because removing the alternator is under the engine and it is very hard to get at .

firstly i think we need more info , is it a volt gauge you are refering to or an amp meter?
start with some basics , is the battery any good? does it start the argo or need a boost?
are the connections clean and tight?
with the argo not running turn on the lights and note how bright they are .
now start the argo and rev it up a tad , are the lights brighter then b4?
thats where id start, let me know what you find,
