governor problems i think

i have a oh16 and when its not running the throttle and linkage work pretty good. when the engine is running the linkage that is connected to the governor is a lot harder to move so the throttle cable cant move anything except the spring therefore there is no increase in rpm.does anybody know what i might be able to do in order fix this problem. i did take the cover off the engine to change the output seal. i am confidant i reassembled it properly but who knows. i know this was happening before i fixed the seal.
